Groundwater Modeling Services

Synopsis: Gearhart is advancing its initiative for water supply independence by seeking additional water rights, aiming to reduce reliance on Warrenton for peak demand support from July to October. The city engaged HGS GeoSciences regarding the feasibility of water rights with the Oregon Water Resource Department (OWRD) to explore acquiring more water resources, prompted by recent population growth straining the existing system. Despite the challenges of summer demand, the study explored transferring rights within the North Coast Basin as a viable option. Initial discussions with OWRD revealed complexities in acquiring new rights, partly due to the Water Master’s unfamiliarity with the region. Nevertheless, Gearhart has gathered enough data to pursue more rights and is now planning to request Council approval for a proposal solicitation aiming to fund the project with water reserve funds for increased supply capacity and independence.

Owner’s Representative Services

Synopsis: The City of Gearhart is launching a project to explore the construction of a new public safety building to replace the outdated and seismically unsuitable 1958 fire station, aiming to serve both fire and police services more effectively. The project emphasizes community engagement to select an appropriate location, considering the challenges of the current site and the necessity to involve public feedback in the decision-making process.

Key project goals include replacing the old fire station’s structure to mitigate earthquake risks, removing hazardous materials, enhancing operational capacity and facilities for both fire and police departments, and addressing the needs based on community growth and service demand.

The project will involve hiring an owner’s representative to oversee public engagement, develop conceptual plans, conduct a needs assessment, comply with state laws for buildings in tsunami zones, and manage site evaluations. This role also includes organizing public meetings, developing a community engagement strategy, and finalizing the financing plan with extensive information sharing through the City’s website and social media.

This initiative aims to create a modern, resilient public safety facility that ensures the long-term safety and well-being of Gearhart’s residents, underpinned by thorough planning, community involvement, and expert advice.
